Which Union County Records Open

North Carolina law starts with a broad right to inspect records made or received in public business. Access still depends on the record and its custodian. A deed is not held by the same office as a judgment. A tax map is not the same as a recorded plat. Certified vital records have applicant rules that do not apply to an uncertified copy. The quickest route is to identify both the record set and the level of proof needed.

Web access is only one channel. The Register and Clerk keep counter systems and files that can exceed what a public portal displays. Mail and online applications handle certificates. NextRequest handles general county material that a department has not already posted. Older series may move to the State Archives, a library collection, or an archival microfilm catalog.


Union County Deed Index Limits

The Union County Deed Look-up is a name-based search. County instructions say its public web content is limited to deeds and plats. It does not supply online mortgage information. Deeds of trust, covenants, powers of attorney, and other recorded instruments may require the office index at 500 North Main Street, Suite 239. Liens and judgments belong with the Clerk of Superior Court.

The screen reflects the portal's narrow role. A blank web result does not rule out a mortgage, covenant, or other instrument held at the counter. Recorded land copies have their own schedule. A certified copy costs $5 for the first page and $2 for each later page. An uncertified copy costs $0.25 per page in person or $1 per page by mail. Recording hours are Monday through Friday, 8 a.m. to 5 p.m. The county does not publish a reliable first year for the online index.

Union County Property Records Compared

Property Search and UC Atlas answer related but different questions. Union County Property Search accepts a name, parcel ID, or address and emphasizes ownership, assessment, and account facts. UC Atlas emphasizes the parcel's place, boundaries, layers, and nearby geography. The tax system is the better first stop for an owner account. The map is stronger for spatial context.

Those search choices bridge an address to an owner name, which can then be used in the deed index.

Map versus legal record. UC Atlas is tax and map-quality evidence, not a survey or legal land description. A recorded deed or plat controls the documentary land trail.

UC Atlas replaced GoMAPS in July 2025. Completed parcel edits generally appear online the next day, while downloadable parcel data update monthly. Address points update daily and normally show the next day. That contrast can explain a temporary mismatch between a one-record lookup and a downloaded file. Annual aerial imagery also began in 2025, but an image cannot prove who occupies a property.


Union County Court Records Access

Union County joined North Carolina eCourts on October 14, 2024. The eCourts Portal searches parties, business names, attorneys, case numbers, hearings, and judgments. Smart Search can narrow by location, case type, status, and filing date. A public case summary may show parties, filing and status facts, events, dispositions, hearings, and some documents.

Portal access does not replace the Clerk's file. Public self-service terminals can search criminal cases by defendant name, case number, or victim or witness name. They also cover civil, estate, and nonconfidential special-proceeding data. The Judicial Center file counter supplies available paper or electronic files and plain or certified copies. This three-level model matters for older, migrated, or partly digitized cases.

The Union County court page gives calendars and local contacts. The Judicial Center is at 400 North Main Street in Monroe and is open weekdays from 8:30 a.m. to 5 p.m. Its main telephone is 704-698-3100. A case number, party spelling, filing year, and case class make a counter request easier to locate.


Vital Records and Certified Copies

Union County does not use a simple rule that closes every birth or death record for a fixed number of years. The key split is copy type. Anyone may request an uncertified local birth, death, or marriage copy. A certified copy is limited to relationships and representatives allowed by N.C.G.S. Section 130A-93. Adoption files remain sealed under Chapter 48 unless a statutory process or court order applies.

The Register of Deeds vital-record instructions support in-person, mail, and online orders. Union County event copies cost $10 certified or $1 uncertified. An in-person applicant uses Suite 258 at the Government Center and brings accepted photo identification. A mail applicant sends the form, payment, and required proof to PO Box 248, Monroe, NC 28111. The county's online vendor adds a processing fee.

Divorce follows a different trail. The Clerk holds the court file and decree. N.C. Vital Records can issue a statewide divorce certificate or report. For family research, historical county marriage collections may help locate an event, but an archival index or image does not replace a current certified certificate.

Note: Public facts, an uncertified copy, and a certified identity document are three distinct products under North Carolina rules.

Court, estate, and judgment files

The Register is a recording office, not a source of legal advice. Staff cannot draft a land instrument, supply legal forms, or interpret a document's effect. For an old series no longer held locally, consult the State Archives county records guide and ask the original custodian where that series was transferred.


Union County Records Request Fees

Union County makes the state's special-service rule concrete. The first four collective staff hours are outside the special service charge. Time beyond those first four hours can be billed at $40 per hour, plus copying costs. Related requests from the same requester within five business days are combined for that calculation. The county gives an estimate or cost ceiling and requires payment before it produces a chargeable request.

A narrow request saves time. Name the department, record class, subject or address, bounded date range, and preferred file format. Ask to inspect first when copy cost is uncertain. North Carolina law allows an agency to provide a medium it can produce, but the office does not have to build a new report or compile data that does not exist in the course of its work.


North Carolina Access Law

North Carolina Public Records Law defines covered material broadly, including paper, maps, photographs, recordings, and electronic data tied to public business. Any person may inspect covered material at reasonable times and under reasonable supervision. The response standard is “as promptly as possible,” not a fixed number of calendar days.

Actual reproduction cost generally limits an uncertified copy fee. Extensive technical or staff work may support a special charge under Section 132-6.2. If an office denies access, ask for the legal basis in writing and request all reasonably separable open portions. Section 132-9 permits a civil action over wrongful denial. Voluntary pre-litigation mediation is also available through court Form AOC-CV-830, filed with the local clerk and not online.

An unusual archival rule in Section 132-11 ends many state-law restrictions 100 years after creation. Court-sealed files, federally barred disclosures, Social Security numbers, confidential juvenile records, and certain security plans remain exceptions. The rule helps with old government series but does not turn every historical vital or federal record into open material.


Request Union County Public Records

Use the published index first, then route the remaining need to the custodian. The county's general portal accepts requests for existing county records and lets account holders track them. Department portals remain the better first route for a deed, parcel, court case, or certificate because those systems use fields built for that record class.

  1. Identify the record and the office that keeps it. Separate court, land, tax, vital, and general county material.
  2. Check the official online index. Save the case, parcel, book and page, or other record number that confirms the match.
  3. Describe an existing record with names, a short date range, record type, and desired electronic or paper format.
  4. Submit through the office form, counter, mail route, or Union County NextRequest portal. Ask for an estimate if staff or copy charges may apply.
  5. If access is denied, request the cited exemption in writing and ask for nonexempt portions. Consider mediation or the statutory court remedy when needed.

The account workflow is suited to general county records. It should not replace a direct Register, Clerk, or certificate request when that office already offers a record-specific route.

Lawful personal use. Open access does not permit stalking, threats, harassment, intimidation, identity theft, or efforts to defeat a protected person's safety measures.


Closed and Redacted Records

Chapter 132 is a presumption, not a universal release command. Juvenile, adoption, sealed, and expunged court material is excluded from ordinary search results. Criminal investigative narratives and evidence may be withheld even when basic arrest facts are open. Driver and motor-vehicle personal data remains subject to federal and state limits.

Protected addresses deserve special care. North Carolina's Address Confidentiality Program gives qualifying survivors a substitute address, while elections officials retain the actual address for ballot assignment. Chapter 132 also allows a person to request removal of sensitive identifiers from a Register or Clerk website image, including Social Security, bank account, passport, and driver-license data. The no-fee request must identify the document, information, and its location on the image.

A missing portal hit proves little by itself. Test spelling, date, jurisdiction, and record class, then ask whether older material is on a terminal, in a file room, or at an archive. Do not try to reconstruct a confidential field from other open records.


Union County Custody Records

The Union County Sheriff inmate inquiry provides current roster and booking details such as name, charge, booking date, arresting agency, demographic shorthand, and an image link. A roster entry reports custody or booking, not a conviction. Release and charge status can change, so the Sheriff or court record should confirm the current state.

The NC Department of Adult Correction search covers active inmates, probationers or parolees, and inactive records. It accepts name, sound-alike surname, offender number, birth date, age range, and demographic filters. The NC Sex Offender Registry provides name and map searches plus alerts, but its acceptable-use warning bars threats, intimidation, stalking, and harassment.

Police-to-Citizen also exposes arrest or incident summaries and a daily bulletin. Request an accident or incident record from the agency that created it. Basic time, place, arrest, and charge facts can be open even when investigative detail is not.


Preserving Union County Records

Union County began in 1842 from parts of Anson and Mecklenburg counties. That date forms an archival boundary. Research about an earlier resident or tract may belong in a parent county's books, not in a Union County series. No authoritative source reviewed reports a catastrophic courthouse fire or wholesale loss, so gaps should be checked series by series rather than explained with a burned-county story.

In April 2026, the Register described an active project to conserve aging deed books whose ink was fading. The work supports both access and accurate indexing. It does not establish a first online year for the deed portal. Older public records may still require physical volumes, State Archives holdings, or the ten-reel deed index covering 1842 through 1968.

This preservation work highlights the difference between an index and the source record. A modern search can point to book and page, but the conserved volume remains the underlying evidence. When a historical web search ends, keep the exact name variant, date range, and reference number for the archive or counter request.
